fast-track process for protocol submission
August 2008, Environment Canada released a draft Guide for Protocol Developers which outlined a “fast track” protocol development process for a list of eligible external protocols.
IPOG is coordinating/facilitating a process through its general membership for the adaptation of the fast track protocols in a timely manner. The idea is to mobilize the resources within IPOG to provide timely and rigorous input, drawing on significant experience in protocol and project development. Given the volume of work under short timelines, multiple agencies must be involved in the protocol development/adaptation process to obtain a range of technical input, perspectives, and sufficient capacity. Individual investments will be leveraged by coordinating funding through IPOG members, industry associations and other stakeholders, to ensure timely submission of Offset System Quantification Protocols.
IPOG’s role in this process is to:
- Kick-start Protocol Working Groups
- Provide guidance on common look and interaction for Base Protocols (BP), Base Protocol Plans (BPPs), and Offset System Quantification Protocols (OSQPs)
- Provide a forum for discussion and analysis on cross cutting policy issues that impact protocols
- Stakeholder outreach for participation in working groups
- Process support such as wiki sites for posting and commenting on documentation
Individual Protocol Working Groups, have formed based on interest and funding from their membership. Each working group will be responsible for developing/adapting protocols and submitting the related documentation (BP, BPP, and OSQP) to Environment Canada.
IPOG Executive and Plenary will not play a role in approving protocols (see the figure below on the IPOG process for protocol submission to Environment Canada). The autonomous working groups determine the content of the protocol related documentation submitted to Environment Canada. It is anticipated that technical protocol work will be completed through a series of stakeholder consultation sessions, and through an independent consultant hired by the working group.
Base Protocols and Base Protocol Plans
The first two documents required by Environment Canada to approve an Offset System Quantification Protocol under their DRAFT Turning the Corner, Canada’s Offset System for Greenhouse Gases - Guide for Protocol Developers are the Base Protocol Plan (BPP) and the Base Protocol (BP). The BPP is a ‘Notice of Intent’ to develop a protocol, which discusses the scope of the emission reduction activity and relevant policy considerations. The BP shows the step by step approach by which a project activity’s sources, sinks, and removals of GHG emissions are identified, defined and quantified. A BP provides the basis for the scope of the project activity and the measurement and monitoring procedures to be followed.

Cross-cutting Issues Papers
Cross-cutting policy issues working groups were also initiated out of the IPOG protocol organizing process. Several policy decisions were found to affect multiple protocols, hence members from different protocol working groups came together to address these issues. The working groups were used as a focused venue for discussion and an opportunity to gather analysis from multiple organizations and perspectives.
